Really need help now???

I have a Gp3 rep was running but leaking water,it popped & cut out,It has been stripped down and rebuilt at least 7 times & it just will not fire at all,is some scratching in the cylinder(should have 1 in next few days)..will this be losing compression
I have replaced
Full new Gaskets(everytime its been stripped)
Seals & Bearings
Waterpump Kit
Ciol/Magneto
Piston & Ring
Spark plug

IT STILL WILL NOT START,Hoping the new cylinder & Head will do the trick but definatly not pinning my hopes on it,,..

SOME ONE PLEASE HELP...
